The single most common sequencing mistake in rural Japanese purchases: hiring the architect and lodging consultant after the purchase — at which point they can establish only that the planned use is impossible. The team should be assembled early enough to attend authority pre-consultations, and each member covers a risk no one else on the list can.

Akiya programs: read the grant agreement first

The national At Home Akiya Bank and LIFULL HOME'S Akiya Bank aggregate properties submitted by participating municipalities — towns that don't participate simply won't appear. Municipal programs can carry requirements invisible in the listing: applicant registration, an interview, residency commitments, prohibition on speculative resale, renovation deadlines, community-association participation, local-contractor requirements, and repayment of grants if conditions are breached. Ask for the program rules and grant agreement before relying on any subsidy.

Insurance and financing realities

Residential earthquake insurance in Japan attaches to fire insurance rather than standing alone — the insured amount is normally 30-50% of the fire-insurance amount, capped at ¥50 million for a building. It supports recovery; it may not rebuild the property. Obtain written quotations before your inspection condition expires: old timber construction, vacancy, commercial lodging, wood stoves and flood exposure all affect coverage. On financing, the public Flat 35 program generally requires permanent-resident status; some private banks lend to non-PR residents under their own policies, but a cheap kominka with farmland and unregistered additions may be difficult collateral for anyone.
